Downtown Tampa and the Riverwalk are pleasant on foot, but Tampa Bay is really a cluster of separate cities — Tampa, St. Petersburg and Clearwater — spread around a large body of water with only a handful of bridges connecting them. Without a car, getting from a downtown hotel to the white-sand beaches of Clearwater or the museums and waterfront of St. Petersburg means relying on rideshare for a 30–45 minute trip each way, which adds up fast over a week's stay.

A hire car also opens up the wider bay area in a single day: Busch Gardens and the Hard Rock Casino are minutes from the airport, Ybor City's historic cigar-factory district is a short drive east of downtown, and the barrier-island beaches from Clearwater down to St. Pete Beach can be strung together into one coastal drive. Orlando's theme parks are under 90 minutes east on I-4, making Tampa a realistic base for a Central Florida trip that mixes beach days with parks.
